Case Studies in Staff Sharing in Local Public Health was developed by the Center for State and Local Government Excellence (SLGE) with support from the Center for Sharing Public Health Services.

The report offers an in-depth examination of how local health departments have implemented staff-sharing arrangements across geographic boundaries.

The Public Health: Research into Policy project supported the Images of Care and Dying CRASSH series (2016-2017), which explored the difficult feelings and dilemmas presented by end of life care that are felt in the lived experiences of clinicians.

Each seminar examined issues of end of life care through the lens of film, and featured guest speakers bringing together policy and academia.

We have focused on issues of problem discovery, analysis, decision making, collaboration among diverse institutions and implementation of operations.

Such perspectives are not always represented in the traditional public health and medical literature.

A: As a collection of detailed case studies, the book provides provocative examples of actual public health emergencies in a way that encourages readers to analyze on their own and discuss their insights with colleagues.

As students of public policy, the editors oversaw each of these cases every step of the way from selection of topic, through research and writing.

The research provides important insight on key challenges, how the effort was implemented, financial consideration, outcomes and lessons learned through two case studies of staff-sharing arrangements in New Jersey and Minnesota.

The report also highlights two areas of focus that are critical as local leaders consider sharing staff across jurisdictions: building the business case for cross-jurisdictional sharing and evaluating the success of the arrangement.
